More specifically (it goes against) the Wiccan Rede. A witch can do all the black magic they want as long as they're prepared to have it come back on them times 3. Wiccans are ones who do their damnedest not to manipulate others or harm others with what they do even though no one's perfect, just like there's not a perfect Christian. At least that's how I understand it. I think that asking a Wiccan why they can't be a black magic Wiccan is kind of like asking someone why can't they be an Athiest Christian, IMO.
