I would agree. It's pretty hard to be afraid of hell if you don't even believe in it in the first place.
It's a fear mechanic. I mean, just because this mechanism is under the label of religion, doesn't make it any less absurd than something like a cartoon depicting the inner bowels to resemble chocolate pudding.
