More than likely. There are some wannabe good ol' boys & girls up this way who play at being provocative who would do something like this. Always hearing stories on the local news channels from time to time about somebody or bodies doing stupid shit involving either confederate flags or nooses being hung somewhere.

It seems that you can't find anywhere that doesn't have some level of contamination with those types of people. I guess hoping to escape from ignorance is too much to ask.

Morbid curiosity had me looking for more info. I found multiple stories about girls turned away from their proms for similar dresses, but the girl in that particular pic is from Kentucky.
